ARJ places this extra condition when loading a plan based on the plan config to exclude completed issues - but does not apply it for the issuesInPlan JQL function.
This impacts the performance for large enterprise instances since
- Jira Software boards by default does not exclude completed issues
- many teams do not have healthy backlogs.
