Enable shortcuts to create/delete children from the Parent Issue

      From the Issue details window, enable the ability to create and delete children of the parent. 

      For the screenshot:

      1. Shortcut button to create child.
      2. Shortcut button to delete child.

      This same shortcut exists for the "Issue Links" feature.
