Issue Summary

The Bulk edit limit is not being respected and it's throwing an error when editing more than 1000 tickets

Steps to Reproduce

1. Navigate to a Roadmap
2. Select more than 1000 tickets
3. Click on Bulk actions > Bulk change in Jira
4. This will throw a 414 request-URI Too Large

Expected Results

The bulk action should be executed

Actual Results

We're getting an error when editing more than 1000 tickets

Workaround

Edit less than 1000 tickets at once
