Summary
At this moment, we do not have a good alignment between the Portfolio global permissions and Plan level permissions. For example, if a user has the Edit permission for a plan, but does not have the Portfolio User general permission, then they will not be able to edit the plan.

Suggestion
We need a Portfolio create/edit/view plans permission so that it is clear to the user what permission is being given to the user.
