USAA is requesting a set of "Team" level specific permissions. Once a user has access to create teams, you are unable to stop them from transitioning a private team to a shared team. This can cause issues when you're trying to manage shared teams and you're unable to truly lock down the current list without removing "Portfolio for Jira User" permission.
