      Problem

      Jira guardrails sends email notifications to inactive user

      Environment

      Tested in JSW 9.0.0, 9.9.1, 9.10.1

      Steps to Reproduce

      1. Create a new group and give this group 'System Administrator' global permission
      2. Create a new user and add this user to the new group
      3. Mark the user as inactive
      4. Lower the value of jira.safeguards.issue.comments so to allow easier replication
      5. Add comments to an issue until exceeds the value of jira.safeguards.issue.comments configured

      Expected Results

      1. Jira does not send email notification to the inactive system administrator

      Actual Results

      1. Jira still sends email notification to the inactive system administrator

      Workaround

      No known workaround for behaviour. Remove the user from System Administrator to stop emails from being sent out
