Add support to Java 11 on AWS CloudFormation templates

      The Jira AWS CloudFormation templates do not allow for selecting Java 11 during deployment and updates.

      Using Java 11 with the CF templates requires heavy customization, as some Java flags added to setenv.sh are no longer supported by Java 11, causing the JVM to fail to start up.

      Here's an example:
