Issue Summary

Using Jira Data Center license but without working in a cluster (without cluster.properties file), it's not possible to use the Index Recovery feature on Jira start up.

• If there are no /caches/indexesV2/snapshots files found, Jira will not trigger full foreground reindex on startup, thus, issues will not be available from the Search.
• If there are /caches/indexesV2/snapshots files, Jira will not consume them on startup

Expected Results

It would be helpful to implement the same behaviur as when Jira is working in a cluster with a shared directory where Jira triggers full foreground reindex on startup or load the snapshots files found on the directory
