Create a feature to allow smart commits to only link to a Jira issue if the key is explicitly mentioned in the summary or description of a Pull Request.

      When a Pull Request is created, if a Jira key is mentioned in a commit message when a Pull Request is merged it will be linked to the Jira ticket because the issue key is mentioned within a comment of the Pull Request.  This can happen for example when an issues changes are backported to a different branch.  This can cause the development panel to be cluttered.  

      It would be helpful to have an optional setting for Smart Commits that would allow Pull Requests to only be linked to Jira tickets if the issue key is explicitly mentioned in the Summary or Description of the Pull Request.
