Issue Summary

Project Administrator is able to add the new status when the workflow is "Simplified workflow", however Project Administrator will unable to add the new status after the workflow changed "Simplified workflow" to normal workflow.

Sometimes it is inconvenient for Project Administrator, because Project Administrator needs to ask adding the new status to Jira Administrator.

Suggestion

Project Administrator can add a new status.

Actual Results

In normal workflow, Project Administrator can't add a new status.

Workaround

Edit the workflow and back to "Simplified workflow" (Project Administrator can edit the workflow), and you can add a new status after back to "Simplified workflow".
