JSW missing comment action menu icons

      On Jira Software 8.5 users could edit/delete issue comments by clicking on the pencil or trash bin icons:

      On later versions (>8.20) the action menu was removed and new buttons were added at the bottom of the comment:

      Jira Service Management still has the same action menu, please allow Jira administrators to customize the layout on JSW.
