Because of the threat of data loss when a ticket is deleted in JIRA, we are required to remove a user's ability to delete issues other than their own. This feels bad for a user as it also removes their ability to remove their tickets and doesn't represent our culture of trust. However, we must mitigate against accidental deletion of data.
As such, I'd like to propose separating the "Delete Issues" permission into two permissions:
- Delete Own - A user can delete their tickets only
- Delete Issues - A user can delete any ticket in a project
