Permalink icon missed on Jira Software issues

      Issue Summary

      This is reproducible on Data Center: (yes) / (no)

      Starting on Jira Software 8.17, the permanent link icon ( ) icon on the comment is missed, however, when editing a Jira Service Management issue, we can still observe the Permalink icon.
      Users are unhappy with the change.

      Steps to Reproduce

      1. Edit a Jira Software issue and add a comment
      2. Edit a Jira Service Management issue and add a comment
      3. Observe the comments

      Expected Results

      You should see the icon to copy the link to this comment on both Jira and Jira Service Management issues.

      Actual Results

      There is no more Permalink icon on Jira Software, but we still have the icon on the Jira Service Management.

      Workaround

      Hover your cursor over the date of the comment, right-click and copy the link to it.
