Issue Summary

After following the link https://confluence.atlassian.com/jirakb/how-to-jira-change-the-time-format-to-24-hours-734234435.html. The time format changes to other screens, but audit log time format is still contains 12hr clock.
This is reproducible on Data Center: yes

Steps to Reproduce

1. Follow steps mentioned in https://confluence.atlassian.com/jirakb/how-to-jira-change-the-time-format-to-24-hours-734234435.html
2. Open the audit log screen, you can still find time in 12hr format.
3. Other screens contain time in 24hr format.

   Expected Results

   The audit logs should come in 24hr format

   Actual Results

   The audit logs are coming in 12hr format

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
