This is reproducible on Data Center: yes

As a user I want to decide the position of the icons in comment field, it was moved from upper right to bottom left, creating inconsistent visual from JSM and confusing the users. The position of icons should be, at minimun, configurable or equal JSM.

Steps to Reproduce

1. Create any comment for any issue in < 8.17, observe the icons are in upper right.
2. Create any comment for any issue in earlier versions, observe the icons are in bottom left.

There is no workaround.

Would be nice to have a feature for the user decide this position, or keep it consistent with JSM.
