I want to customize how a project uses resolutions. Including the following:

• Choose which resolutions are available to a project
• Choose which resolution is the default for a project
• Choose the order that resolutions are displayed to a user for a project

As a stretch goal, I would like to create a scheme per issue type.

For example, Fixed should only appear for bugs.
