When having more than 1 Project in the Projects Gadget on a Dashboard, Jira v8.22 will not finish loading the Gadget

Issue Summary

When having more than 1 Project in the Projects Gadget on a Dashboard, Jira v8.22 will not finish loading the Gadget. When using only 1 Project in the Gadget, Jira loads this successfully. 

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Install Jira v8.22
2. Create a new Dashboard with the Projects Gadget
3. Add more than 1 Project to your instance for loading on the Dashboard
4. Navigate to Dashboard and notice Jira continually shows a loading bar

Expected Results

Jira loads and shows the available Projects 

Actual Results

Workaround

1. Stop jira
2. Move <JIRA_INSTALL>/atlassian-jira/WEB-INF/atlassian-bundled-plugins/jira-gadgets-plugin-8.22.0.jar to another (backup) directory
3. Download and copy jira-gadgets-plugin-8.20.6.jarinto <JIRA_INSTALL>/atlassian-jira/WEB-INF/atlassian-bundled-plugins/
4. Start Jira
