[JSWSERVER-21263] CSV import with comments creates duplicates

Hello,

Problem faced with (Atlassian Jira Project Management Software (v8.13.10]  version) too.

After CSV import found issue comments are duplicated in every issue.

Looking for any solution to remove duplicate comment created during import.
