Move Jira Comments button to top of Comments window

      Please provide an option which an admin can use to move the Comment button to the top above the Comments window.

      When the comments are sorted in descending order with the newest comment at the top of the comments window, users would like to have the Comment button above the Comments window. This is very useful when there is a large history of comments.
