Automatic Azure User Creation

Problem

As a system administrator, I need the ability to easily synchronize the users and groups from Azure AD in Jira when using Azure SSO.

Suggested Solution

Synchronize users from Azure AD into Jira User Directory automatically so that the system administrator will not have to do it manually

Why This Is Important

In a company with hundreds of users, it is impossible for system administrators to manually add individual users to Jira each time they need to be created. As of today, this can be easily achieved when using AD or LDAP, but not when using Azure AD for SSO, whereas per the process, the users must be created first in Jira's user directory for then be able to login through SSO

Workaround

Manually create users in Jira's user directory OR use third-party apps
