Issue Summary

https://confluence.atlassian.com/adminjiraserver084/license-compatibility-979404319.html references an error "The license could not be installed" when attempting to upgrade a license to DC; The suggested steps there only advice customer to use JIRA Eval license as an intermediate step before upgrade the license to DC version

This doesn't work in all scenarios. For example, if JIRA Service Desk and JIRA Software Apps are present, customers will run into this issue with the same error:

Expected Results

If the documentation is referencing an error, then it should suggest all potential known causes and solutions

Actual Results

It only suggests one solution, which is not applicable to all cases

Workaround

Customers need to contact support to resolve this rather trivial issue
