Issue Summary

Whenever two different users attempt to create a filter with the same name, Jira will allow it, which can lead to confusion and poor user experience while trying to manage boards.

Steps to Reproduce

1. Log in as User A and create a filter called First Filter.
2. Log off.
3. Log in as User B and attempt to create a new filter called First Filter.

Expected Results

• Jira will prevent the filter's creation and display an error message:
  

Actual Results

• Jira allows the filter to be created.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
