Description
Issue Summary
When creating an Agile board in Jira Software(Boards -> "Create board" -> "Board created with new Software project"), the user picker doesn't show in Project lead field.
Steps to Reproduce
Jira Software version 8.13.1
Expected Results
You can search and select Project lead in the field.
Actual Results
The field doesn't show and you can't search and select.

Also there are some error in browser console.

Workaround
Create a new project first, and then create your board.
This issue resembles the following KB, however, I couldn't resolve this issue with the following resolution.
