Dragging an issue in a board to an status with multiple transitions doesn't display the transitions available

Issue Summary

When transitioning an issue to a status that contains multiple transitions available to the same status, however with different resolutions, for example, doesn't display the available transitions and instead picks a random one based on the ID.

Steps to Reproduce

1. Install Jira 8.x
2. Create a Kanban project
3. Create multiple transitions from one status to another
4. Drag and drop an issue to that status with multiple transitions

Expected Results

All the available transitions are displayed, so you can transition the issue to a different resolution, for example.

Actual Results

No transition is available, and the system will transition to the transition with the lowest ID.
