Prompt users to enter a Sprint Goal when they create a sprint

    Description

      Currently, it is only after a team fills up their sprint with backlog items and clicks Start Sprint that Jira helpfully reminds them that perhaps they should have a goal for the sprint – and probably many people would argue that there are several advantages of using a Sprint Goal.

      Jira would be even more helpful, though, if it would make this reminder not only after the sprint backlog is decided, but rather before the team has started deciding which backlog items' fulfilment would help them to reach the goal they've agreed on.

      The prompt could come, for example, when a user clicks on Create Sprint.
