Currently, the Manage Sprints permission is a project permission. This causes issues whenever boards need to use filters considered "too complex", as Jira needs to perform permission checks against all Jira projects whenever the filter query includes fields that can be included in a wide range of projects such as the labels field.

Therefore, associating this permission with a board instead of on a project-by-project basis could reduce the number of checks performed by Jira, allowing complex filters to be more widely used.
