Issue Summary

Burn down chart does not show the timing as per user profile timezone.

Steps to Reproduce

1. Create a Scrum project
2. Set the System profile time to GMT+1 (for testing purpose)
3. Set the user profile timezone as GMT+8 (For testing purpose)
4. Set the working days under board configuration also as GMT+8
5. Make changes to any issue (eg: mark the issue as done or increase/decrease the story points)
6. Check the time stamp in burndown chart and burnup chart
7. Both report shows different time and the correct time is shown in burnup chart

Expected Results

Timing should be the same across all the reports

Actual Results

Burndown chart shows the times in GMT+16 timezone(for this case) and Burnup chart shows the times as per user profile timezone(which is expected)

Workaround

Currently there is no workaround
