Build and Deployment module for Data Center

      Jira Cloud exposes `build` and `deployment` as API modules that any 3rd party can submit development information from CI/CD process.

      Our DC products should offer the same functionality, allowing plugin developers to expose and consume development information allowing that data from GtiLab, Octopus, Azure DevOps, etc to show the related build and release info in the "dev panel" and in JQL.

      Please expose a deployment module for DC version of jira.  Would be very nice to have the deployment info in our Jira cards.
