Currently, it is only upon clicking Start Sprint (usually only after items have already been added to to the sprint backlog) that Jira prompts for the sprint's goal.

I think it would make more sense if the prompt came before the sprint's backlog has been decided.  I think it would be better, for example, if it were when some one clicks on Create Sprint that Jira would then prompt for the sprint's goal.
