Prompt users to enter a sprint when they create a sprint, not just when they start it

    Description

      Currently, it is only upon clicking Start Sprint (usually only after items have already been added to to the sprint backlog) that Jira prompts for the sprint's goal.

      I think it would make more sense if the prompt came before the sprint's backlog has been decided.  I think it would be better, for example, if it were when some one clicks on Create Sprint that Jira would then prompt for the sprint's goal.

      This suggestion is related to JSWSERVER-7308.
