Since Align does not allow for deep linking, (a preferred approach) I'd like to be able to create, save, and then share or make public a Tier 1 filter in the same manner I can create and make public a checklist.  

Create and Save are there - make public is not.

I understand tat the actual affect will vary by the speciric person's role and group membership but the basic functionality would be a start.

 

PS - You might also make Align an option to select with creating an issue.
