Allow users to edit workflows without the permission jira-system-admin

      Problem Definition

      It's not possible to edit workflows used by a single project in text mode with the "Extended project administration" permission. This same permission allows the user to edit workflows in diagram mode.

      Suggested Solution

      Allow users with the permission "Extended project administration" to edit workflows in text mode.

      Workaround

      The current workaround is to temporarily assign the permission "jira-system-admin" to the user.
