Problem Definition

Jira doesn't have the ability to disable the "Can't access your account?" link for a particular user group.
Currently, Jira has only two options that would remove the "Can't access your account?" link for all users, as described on the document Remove the Can't access your account? link from Jira server.

Suggested Solution

Add the possibility to select which groups can see the "Can't access your account?" link on the login screen.
