Adding a Version Report Gadget should not load a board by default

      Problem Definition

      When a Version Report Gadget is initially added to a dashboard, it's configuration will default to selecting the first board available to the user. This means that the first thing that the gadget does is immediately load a list of versions from that Board.

      This calculation itself may take a long time, particularly in larger instances with significant amounts of data, or for Boards that have a large number of versions and issues within them. During this time, the gadget remains unresponsive until the list of versions is calculated, or until the gadget times out (which takes 5 seconds by default; see JIRA gadget timeout value).

      This behavior results in unnecessary load on the Jira server, and the user is unable to actually configure the gadget as desired until the initial version load is complete.

      Suggested Solution

      The gadget should not select a board by default, as the initial board may not even be the one that the user wanted.
