Issue Summary

If during long-running syncs to a large repository, there is an administrative change that alters the repository, i.e. the repo is locked and some data is moved since GHE doesn't send an error or status update, the repos sync will continue ad nauseam.

Steps to Reproduce

1. Link a Git Hub Enterprise Account to JIRA
2. Start a repository sync
3. Move or lock the repo

Expected Results

JIRA would eventually timeout

Actual Results

JIRA continues to sync indefinitely

Workaround

JIRA will need to be restarted.
A rolling restart of all nodes will need to take place for JIRA Data Center s no known workaround for this behavior. A workaround will be added here when available
