Summary
Then the -Duser.timezone=UTC JVM argument is removed from Jira, all of the existing fields keep their time correctly except for Date Picker fields (Date Time Pickers retain the proper date and time), which now show the date of the day prior.

Steps to Reproduce
- Import a backup from another Jira instance using the matching -Duser.timezone= JVM argument so times align between instances
- Remove the -Duser.timezone= argument from the JVM settings
Expected Results
The existing dates and times in Jira will remain correct after the argument is removed.
Actual Results
Only Date Time Pickers keep the correct time. Date Picker fields are not all set to be one day earlier.
Workaround
Manually change the Date Picker values in the database or UI.
