Addition of more robust DVCS sync options

      As of right now:

      • The only way to edit the interval of the DVCS sync is via a direct DB query, this also holds true for setting the next run time, which you have to do in order to not auto sync any repo or org you've added.
      • Currently adding an Org requires you to do an initial sync of the repo in order for PRs and commits work, this injects the webhooks into GH(E) BUT:
      • In order to disable auto-syncing for PRs you have to add the dvcs.connector.pr-synchronization.disabled dark feature, which also disables the webhooks syncs, as adding an org or repo will sync all the PRs, commits etc.
      • It would be nice to add these directly to the GUI or allow partial syncs for only certain repositories.
      • It would also be nice to be able to use the dvcs.connector.pr-synchronization.disabled and still be able to get PRs via webhooks
