Change "date" value to "date user-tz" within issue history when using relative date

      When mousing over the Updated field when using relative date it will show the full date (from "date user-tz"):

      However within the issue history it shows the relative date when mousing over as well:

      I believe it would be more beneficial to show the full date when mousing over within the history as well.
