Sprint Goal is very important to our users.

They want to allow our Product Owner to update the Sprint Goal without giving them the ability to do other "Manage Sprint" tasks such as creating, starting, and stopping the sprint.

This is a big deal to our users because authority reflects responsibility in our organization.
If we give our Product Owners Manage Sprint permission, it blurs the line between Product Owner and Scrum Master responsibility in a detrimental way.
