      Broken Avatars can cause HTML tags to show up on boards

      Steps to Reproduce

      1. Create a sample board with users with custom avators
      2. Delete the Avatar folder from the data directory of the filesystem
      3. Restart Jira and then access the instance in incognito mode

      Expected Results

      Users on the board will have no pic.

      Actual Results

      Users on the board will have no pic and there are html tags superimposed on the backlog:
