New project creation reuse existing workflow scheme

      Problem Statement

      Workflow scheme is not being created upon new project creation when an existing workflow scheme is found.

      Steps to Reproduce

      1. Create a new workflow scheme and name it 'ERS: Software Simplified Workflow Scheme'.
      2. Create a new project with key 'ABC'.
      3. Assign the workflow scheme with project ABC.
      4. Create another new project with key 'ERS'.
      5. Observe the workflow scheme association.

      Expected Result

      A new workflow scheme named 'ERS: Software Simplified Workflow Scheme (1)' will be created like how the other schemes e.g. issue type screen scheme and screen scheme were created.

      Actual Result

      'ERS: Software Simplified Workflow Scheme' is associated with the newly created project 'ERS'.

With our new Data Center strategy, Atlassian's focus is on security, compliance, and performance and is a key driver in prioritizing bugs. Closing the bugs that do not fall into those categories will allow us to focus on the ones in the most current versions of our products.
