View Workflow button on Issue Detail view on boards is not working

Summary

View Workflow button on Issue Detail view on boards for issues is not showing a pop-up of the workflow. However, it redirects users to the Issue View screen and the View Workflow button works on that screen.

Steps to Reproduce

1. Navigate to a board (Scrum/Kanban).
2. Click on one of the issue-key - this will show the Issue Detail view on the left side of the board.
3. Under the status field, click on the View Workflow.
4. This will bring you to Issue View screen.
5. On this page, if you click on the View Workflow, the expected pop up shows the workflow.

Expected Results

The View Workflow button should work on the Issue Detail view on boards as to how it works on the Issue View screen.
