ZDU - JIRA will not start when ZDU process is not finished

Issue Summary

• When cluster in mixmode and all the nodes are in new version, restarting the cluster (shutting down and starting up) will bring us into mode where nodes can't be started because of the version launcher check which has empty list of life nodes. 

Steps to Reproduce

1. Strat ZDU process
2. Restart one node before finishing ZDU 

Expected Behavior

• Jira should start up normally, and admin should be able to finish ZDU process

Actual Behavior

• Jira is not starting up

Workaround

1. Add additional node to cluster. Make sure that Jira version on new node is not new one.
2. Start Jira (it will start normally)
