      Problem Statement:

      Some Atlassian products are installed and maintained by corporate IT who may not allow JIRA Admins access to the server file systems. This is typical security separation. But when importing projects (Jira) or Users and Groups (Crowd) the Admin needs to place files in certain places on the application server.

      Provide a browser upload feature
