      Problem Definition

      Currently, JIRA does not have specific permission that be configured to control group which is allowed to create Agile board. The "Create Shared Objects" in Global permission allows JIRA Administrator to control users who are able to create new board with new filter but even if the user does not have the "Create Shared Objects* permission, they can still create board with the remaining 2 options which are creating boards from:

      1. Existing projects
      2. Existing filter

      Suggested Solution

      Add another permission in Global permission to allow Administrator to configure group which are allowed to create new boards.
