Ability to set a query timeout (in JIRA config not DB)

      Similar to JSWSERVER-12257 we'd like the ability to set a timeout limit, however we would like this for queries in general. Unfortunately JIRA lets users do silly queries which can several take minutes or more to run.

      Although this would impact the user running the query, setting a hard limit would help prevent these users impacting others. Especially in cases where users do not realise the query is still running, and refresh or change pages.
