Ranking large number of issues triggers lexorank rebalancing

Summary

When performing bulk operations on large number of issues JIRA triggers Lexorank rebalancing of all issues.

Environment

Any JIRA Software environment

Steps to Reproduce

1. Setup JIRA with at least 250 issues
2. Try to rank 250 issues at once by selecting them and moving to top of backlog for example
3. Rebalancing is triggered

Expected Results

The Lexorank space is used efficiently and no rebalancing is triggered

Actual Results

JIRA triggers rebalancing because of ineffective use of available Lexorank space.
