Ability to disable all gadgets auto-refresh

      Problem Definition

      Users cannot disable the auto refresh of all gadgets at once. It only can be done one by one.

      Suggested Solution

      Create an option to allow users to disable the auto-refresh in a instance level or dashboard level.

      Workaround

      Disable one gadget refresh at a time.
