      Summary

       JIRA Software 7.3.0-EAP04 does not install JIRA Software Application

      Steps to Reproduce

      1. Download the JIRA Software 7.3.0-EAP04
      2. Install JIRA
      3. Open the JIRA site after the setup has completed
      4. Go to JIRA Administration > Applications

      Expected Results

      The JIRA Software application is installed and functioning

      Actual Results

      The JIRA Software application is not installed yet.
      JIRA Core is installed, but not JIRA Software.

       Older 7.3 EAP didn't have this issue.
