JIRA Development panel reports error when viewing an issue with filter

Steps to reproduce:

1. Create a filter id=xxxxx
2. In issue navigator, select List View instead of Details View
3. Go to an issue that's not in the filter, e.g., /browse/DEV-123?filter=xxxxx
4. The Development panel reports an error
   • The ajax call is returning 400 because a null issueId is passed in

SearchPageModule.getEffectiveIssue() returns an empty issue object when the current issue is not in the requested filter.

Workaround: enable Details view (see https://confluence.atlassian.com/display/JIRA/Using+the+Issue+Navigator)
