All users can View Development Panel if View Development Tools permission is granted to a User/Group Picker custom field

      Hi everyone,

      The issue has not get additional interest since the time it has been reported. Additionally it lacks important information as an affected version, etc.

      Therefore I'm resolving the issue as Timed out.

      Steps to reproduce

      1. Grant View Development Tools permission to the followings:
        • a single user, e.g. sysadmin
        • a user picker or group picker custom field, which has no default value (to make sure the field is empty upon issue creation)
      2. As a comparison, grant Assign Issues permission to only the user picker or group picker custom field
      3. Connect JIRA to Stash, Github, Bitbucket, Bamboo, FeCru, Subversion, etc.
      4. Create a new JIRA ticket, and mention that ticket in several commit messages from the linked applications

      Expected behavior

      Only sysadmin can view the Development Panel if no user/group has been added to the user/group picker custom field

      Actual behavior

      Any user can view the Development Panel as well as the commits' detailed info:

      Notes

      • From the above images, the user can only view the Development Panel and the commits' detailed info
      • He doesn't see the Assign button, meaning that he doesn't have the Assign Issues permission
      • He doesn't see the Development tabs like Source, Reviews, Builds, Subversion
      • If the user is added to the user/group picker custom field, then he has the Assign Issues permission as well as can see the Development tabs:
